نداء موحّد لمواجهة المجاعة في غزة: أطلقوا القافلة الدبلوماسية الإنسانية الآن

تُصدر مؤسسات المجتمع المدني الفلسطيني، وإلى جانبها منظمات إنسانية وحقوقية حول العالم، هذا النداء العاجل والموحّد: يجب وقف المجاعة التي يصنعها الاحتلال في غزة. على المجتمع الدولي أن يتحرك فوراً وبحزم، ويتحمل مسؤوليته الأخلاقية والقانونية الكاملة.

نشهد اليوم تجويعاً متعمداً للسكان المدنيين في غزة كوسيلة من وسائل الحرب. أكثر من مليوني فلسطيني في غزة يعيشون في حالة مجاعة. فمنذ 2 آذار/مارس 2025، منعت إسرائيل دخول كافة المساعدات الإنسانية والمواد الأساسية للحياة، في أطول حصار شامل تشهده غزة على الإطلاق. وقد أطلقت كل من “اليونيسف” ومكتب تنسيق الشؤون الإنسانية (OCHA) تحذيرات عاجلة: الأراضي الزراعية دُمّرت، وتم منع الوصول لمياه الصيد، والمخابز والمطابخ المجتمعية أغلقت أبوابها، ونفدت الأغذية، ويتصارع الناس على المياه وسط قصف لا يتوقف. الأطفال “ينامون وهم يتضورون جوعا”. 92% من الأطفال دون سن الثانية والأمهات المرضعات لا يحصلون على التغذية الكافية. نفدت أكياس الدم من المستشفيات، ويجد المصابون بالحروق أنفسهم دون ماء ينقذهم.

لقد استنفدت الأونروا وبرنامج الأغذية العالمي مخزوناتهما، في وقت تتحرك فيه إسرائيل لتفكيك نظام توزيع المساعدات التابع للأمم المتحدة. في 11 أبريل 2025، أعلنت شبكة المنظمات غير الحكومية الفلسطينية دخول غزة مرحلة متقدمة من المجاعة، تلاها إعلان رسمي من دولة فلسطين باعتبار قطاع غزة منطقة مجاعة، مع الدعوة إلى تدخل دولي عاجل، بما في ذلك بموجب المادة 99 من ميثاق الأمم المتحدة. لقد بدأت الوفيات الناجمة عن المجاعة بالحدوث منذ مدة، ومن المتوقع أن ترتفع بشكل حاد إذا استمرت الظروف على ما هي عليه. وفقًا للتصنيف المرحلي المتكامل للأمن الغذائي (IPC)، يعاني جميع سكان غزة من انعدام الأمن الغذائي الحاد، ويواجه نصف مليون شخص التجويع. هناك خطر كبير من أن المجاعة (المرحلة 5 من التصنيف – الكارثة) ستتحقق قريبًا، مما يجعل اتخاذ إجراء فوري أمرًا لا غنى عنه.

رغم هذا الواقع الكارثي، لا تزال أكثر من 3,000 شاحنة مساعدات و116,000 طن متري من الغذاء جاهزة للدخول إلى غزة – يمنعها من ذلك الاحتلال الإسرائيلي وحده. يتم ذلك في تحدٍ سافر للمبادئ الأساسية للقانون الدولي، كما تم تأكيده في أوامر قانونية ملزمة، من بينها التدابير المؤقتة الصادرة عن محكمة العدل الدولية في قضية جنوب إفريقيا ضد إسرائيل – وهي أوامر ما تزال حتى الآن دون تنفيذ.

لقد وجه الأمين العام للأمم المتحدة أنطونيو غوتيريش نداء للمجتمع الدولي قائلاً:

المساعدات الإنسانية ليست محل تفاوض… يجب استئناف دخولها فوراً… يجب عدم عرقلة إيصال المساعدات الإنسانية. ليس هذا وقت التصريحات الطقسية أو الإجراءات الشكلية.”

وفي 29 نيسان/أبريل 2025، حذر المفوض السامي لحقوق الإنسان فولكر تورك من الانهيار الكامل للدعم الإنساني المنقذ للحياة، قائلاً:

تقع على عاتق الدول الثالثة التزامات واضحة بموجب القانون الدولي لضمان وقف هذا السلوك فوراً، ويجب أن تتصرف على هذا الأساس.”

لذلك، ندعو إلى التنظيم الفوري وإطلاق قافلة دبلوماسية إنسانية عالمية إلى غزة عبر معبر رفح.

ندعو دول العالم إلى الانضمام إلى هذه القافلة من خلال إرسال بعثات دبلوماسية رسمية – بأعلى مستوى ممكن – لمرافقة شاحنات المساعدات المنتظرة بالفعل عند معبر رفح، والدخول إلى غزة برفقتها. هذا عمل تفرضه الالتزمات القانونية الدولية، وشجاعة الضمير، والتضامن الإنساني. وبناء عليه، ندعو لما يلي:

  1. نطالب جميع الدول بالإعلان العلني عن نيتها الانضمام إلى القافلة الإنسانية من خلال إرسال بعثات دبلوماسية رسمية لمرافقة شاحنات المساعدات إلى داخل غزة عبر معبر رفح. سيتم الإعلان قريباً عن موعد محدد لانطلاق القافلة. كما يجب على الدول رفض تسييس المساعدات الإنسانية وآليات التوزيع التي تقترحها إسرائيل، والتي تعسكر توزيع المساعدات الإنسانية وتتجاوز وكالات الأمم المتحدة والمنظمات الإنسانية.
  2. نحثّ جميع الدول على التنسيق مع الأمم المتحدة والحكومة المصرية لتسهيل دخول القافلة وضمان المرور الفوري والآمن للمساعدات الإنسانية والفرق الطبية والعاملين في مجال الإغاثة.
  3. وحيثما تمتنع بعض الحكومات المتواطئة في الجرائم الجارية في قطاع غزة عن المشاركة في القافلة، فإننا ندعو الدبلوماسيين وأعضاء البرلمانات والوزراء من تلك الدول إلى الانضمام إلى القافلة بصفتهم الشخصية.
  4. نحثّ وسائل الإعلام العالمية على مرافقة القافلة – لتوثيق المجاعة، وكشف الحصار، وتحمل مسؤولية الشهادة على ما يحدث.
  5. ندعو المجتمع المدني العالمي، بما في ذلك المنظمات غير الحكومية، والنقابات العمالية، والمجموعات الطلابية، والأحزاب السياسية، وشبكات التضامن، إلى التحرك الفوري – للضغط على حكوماتهم من أجل دعم القافلة، وتقديم الدعم المادي والسياسي والجماهيري لها.
  6. ندعو الأمم المتحدة إلى استكمال التقييمات والإجراءات اللازمة لإعلان غزة منطقة مجاعة بشكل عاجل، وذلك استناداً إلى البيانات الموثقة، وأن تدعم هذه الدعوة الموحّدة من خلال تسهيل القافلة دبلوماسياً، والمشاركة فيها، وتأييدها بشكل فعّال.

هذا واجب إنساني وأخلاقي. إن القافلة الدبلوماسية الإنسانية ستكون خطوة تاريخية لكسر الحصار، وإنهاء التجويع، وتأكيد الرفض العالمي لاستخدام الجوع كسلاح في الحرب.

هذه الدعوة تستند إلى القانون الدولي، والقيم الأخلاقية المشتركة، واتفاقية الإبادة الجماعية، والتدابير المؤقتة لمحكمة العدل الدولية، وميثاق الأمم المتحدة، وقرارات لا تُحصى من الأمم المتحدة، ومنظمة التعاون الإسلامي، وجامعة الدول العربية، والاتحادين الأوروبي والأفريقي.

إن التقاعس عن التحرك سيؤدي إلى وفاة جماعية بسبب المجاعة، وسيمكّن من ارتكاب المزيد من الجرائم الجسيمة، ويقوّض النظام القانوني الدولي. لذلك، نحن نخاطبكم اليوم:

دعوا غزة تعيش. أنهوا التجويع. أوقفوا الحصار. افتحوا المعابر.

أطلقوا القافلة الدبلوماسية الإنسانية – الآن.
