This policy paper was researched and written by Solomon Sacco, consultant for the EIPR’s Health and Human Rights Program. Aya El-Hilaly, Health and Human Rights Program Officer, conducted the interviews and provided research assistance. Helmy El-Rawy, lawyer at the Health and Human Rights Program conducted research on the Egyptian legal system. EIPR Director Hossam Bahgat edited the paper and Kholoud Emam, Administrative Associate at the EIPR, prepared it for publication. Parts of this policy paper were  translated by Dr. Seham Abdel Salam and Dr. Sarah Enany.
